What is the electrical certificate?
The Electrical Installation Certificate (CIE), colloquially known as the "boletín", is the document issued by an Installer Authorised by the Generalitat de Catalunya that certifies that a home's electrical installation is correct and safe.
Without a valid certificate, the electricity company can refuse to supply electricity or make power changes. In Alt Empordà, we have many cases of second homes that need the certificate to activate the supply after years of inactivity.
When is it MANDATORY to renew the certificate?
The electrical certificate is mandatory in the following cases:
- New supply connection: if the home has never had electricity or hasn't had it for many years
- Change of account holder with old installation: if the installation is over 20-25 years old and the company requires it
- Power increase: moving from 3.45 kW to 5.75 kW or above often requires a certificate
- Major electrical renovation: any renovation that modifies the electrical panel, circuits or main installation
- New installation: new build, extension or full refurbishment
- Mandatory periodic inspections: every 20 years for low-voltage installations in homes
Old installations: how often do they need inspecting?
According to the Low Voltage Electrotechnical Regulations (REBT) in force in Catalonia:
- Private homes: mandatory inspection every 20 years
- Public gathering places: every 5 years
- Industrial premises: every 5 years
In practice, most Alt Empordà homes built in the 1970s-90s have never renewed their certificate and many have already exceeded the 20-year validity period.
How much does the electrical certificate cost in Alt Empordà?
The cost of an electrical certificate depends on the type of home and work required:

If the installation has deficiencies (old wiring, no earth, obsolete panel), the cost of repairs must be added before the certificate can be issued.
The case of second homes in Roses and Empuriabrava
A very common situation in our area is that of owners (often foreign or from Barcelona) who want to sell or rent a property in Roses, Empuriabrava or L'Escala and discover that the certificate has expired or that the installation doesn't meet current regulations.
At Enclos Instal we review the installation, make the necessary adjustments and issue the CIE. We manage all the paperwork with the electricity company. The owner doesn't need to be present if they give us access to the property.
Frequently asked questions
Can I apply for the certificate myself?
No. The certificate can only be issued by an Installer Authorised by the Generalitat de Catalunya (REA). It cannot be issued by an electrician without official authorisation.
How long does it take?
The visit and adjustments usually take 1-3 days. The official process (registration with IDAE and notification to the company) takes 3-10 working days.
Can I change electricity company without a certificate?
Usually yes, if the contract already exists. The certificate is required for changes that involve a new connection or power modification.
